We can say that you will have fewer cold fronts in the Exumas than you would in the northern Bahamas. And yes, the farther south, the lesser impact. I spoke with folks at Staniel Cay just yesterday and things are booming there with visitors to the island. There is no shut-down in the Exumas. One thing you might do to confirm what is going on is to call one of the marinas and ask directly about activity in the area.

According to Linda Knowles at Lighthouse Marina, Hope Town: The moorings in Hope Town harbour have been maintained and are fine for boats to use. The debris in the harbour has been removed. We will let you know when we hear from Marsh Harbour Sara

The Explorer Chartbook Far Bahamas, 7th edition, is up to date with information on Inagua. Yes, the Customs and Immigration offices in Matthew Town are operational. Both are near the airport. Customs 242-339-1605. Or call the Dockmaster 242-339-2143 to arrange to clear at the government basin. Fuel can be delivered to the government basin. Call 242-453-8055. The basin is unprotected and can be untenable in any kind of swell.
